Since Trump`s announcement, U.S. envoys have continued to participate in UN climate talks as required to solidify the details of the deal. Meanwhile, thousands of leaders across the country have stepped in to fill the void created by the lack of federal climate leadership, reflecting the will of the vast majority of Americans who support the Paris Agreement. Among city and state leaders, business leaders, universities, and individuals, there has been a wave of participation in initiatives such as America`s Pledge, the U.S. Climate Alliance, We Are Still In, and the American Cities Climate Challenge. Complementary and sometimes overlapping movements aim to deepen and accelerate efforts to combat climate change at local, regional and national levels. Each of these efforts is focused on the U.S. working toward the goals of the Paris Agreement, despite Trump`s attempts to steer the country in the opposite direction. The Paris Agreement is the world`s first comprehensive climate agreement.
 At the 2011 UN Climate Change Conference, the Durban Platform (and the ad hoc working group on the Durban Platform for Enhanced Action) was established with the aim of negotiating a legal instrument for climate action from 2020 onwards. The resulting agreement is expected to be adopted in 2015.  In the absence of a commitment from the German government, each state is trying to achieve the objectives of the Paris Agreement. The U.S. Climate Alliance was formed immediately after the Trump administration announced in June 2017 that it would withdraw from the Paris Agreement. As of March 2019, this coalition included twenty-two states, as well as Puerto Rico, which makes up more than 50 percent of the U.S. population. Together, these plans to reduce carbon emissions at the state level are ambitious, but it seems unlikely that they will fully reach the level of the United States` initial promise in Paris. In addition, the agreement introduces a new mechanism to “facilitate implementation and promote compliance”.
This “non-adversarial” committee of experts will try to help countries that are lagging behind in their commitments to get back on track. There are no penalties for non-compliance. The government could send a strong signal at the start of the school year by declaring its commitment to achieving carbon neutrality by 2050, and could promise to officially present a new NDC as soon as it is able to do so. (To meet the agreement`s technical requirements for an NDC, it could provide a placeholder or a temporary NDC in the meantime, e.B. restore the Obama administration`s goal for 2025.) Ideally, it would then be able to provide an ambitious and credible NDC in time for the delayed COP 26 in Glasgow in December 2021. On June 1, 2017, President Trump announced that the United States would withdraw from the agreement, but also signaled his willingness to renegotiate the agreement or negotiate a new one. Other countries reiterated their strong support for the Paris Agreement, saying they were not open to further negotiations. The United States officially began withdrawing from the Paris Agreement on November 4, 2019; it entered into force on 4 November 2020. Recognizing that many developing countries and small island states that have contributed the least to climate change could suffer the most from its consequences, the Paris Agreement includes a plan for developed countries – and others that are “able to do so” – to continue to provide funds to help developing countries mitigate and increase their resilience to climate change. The agreement builds on financial commitments from the 2009 Copenhagen Accord, which aimed to increase public and private climate finance for developing countries to $100 billion a year by 2020. (To put this in perspective, global military spending in 2017 alone amounted to about $1.7 trillion, more than a third of which came from the United States.) The Copenhagen Compact also created the Green Climate Fund to help mobilize transformative financing with targeted public funds. The Paris Agreement set hope that the world would set a higher annual target by 2025 to build on the $100 billion target for 2020 and put in place mechanisms to achieve that scale.
